I need some help with my project.

The detail of project is below:
Design a circuit for the following function:

Aim:CNC motor speed controller

Functions:
1.Closed loop control system                  (maintain the speed)
2.Set point speed control                        (Setting output power)
3.Actual Speed readout to LCD or LED  ( Use either diode or magnetic sensor)
4.DC motor either linear or pwm control

This curcuit should be using analog circuit which mean without PLC or other computer control unit.

I know the pwm control circuit and I have trouble with using the inverting amplifier or noninverting amplifier for the close loop system and the the sensor for the speed readout and the circuit to LCD or LED. Is there have any suggestion?
