Product PCB Button Pad has a short circuit

Hi I've recently received my second draft of a PCB I'm working on for a product but there's an issue were one of the button pads conductive lines are being shorted by some VIAs, is there tool I can use and any way to removed the short circuit, see attached, and before the wave of criticism I'm only new to electronics coming from a Software background. Any help would be great.

First...Why all the vias? Are they needed?
I would use a Dremel with a very small (1/32"?) burr to cut a line through the shorts to separate them. Or just an Xacto knife to scrape a line.

Thanks, I'll try with a Stanley Blade AKA Carpet knife

It probably seemed like a good idea at the time to lay out two, more or less concentric, "circles".
