@Gryd3 When I put leads on tip and ring value on multimeter does not change.
What setting were you using on your meter?

Do you have a Diode test on your meter?
When set to Ω, the Base(Sleeve) and the tip, or the Base(Sleeve) and the ring should not cause a change on the meter... it should not show a number, and it should not show 0.000
When set to Ω, the Tip and Ring *might* show a number, or might not change... this is due to how LEDs work and the voltage the meter operates with when 'testing resistance'. This should also not read 0.000
If you have a 'Diode' test feature, that would be the most reliable way to check between the Tip and Ring.
If at any-time you get a reading of 0.000 on Ω, then something is 'shorted' or touching that shouldn't.
If the meter does not change, then that means that electricity is not flowing. This is a good thing when testing the Base(Sleeve) and any other part... although when testing LEDs or the 'Tip to Ring' it can be confusing. If the voltage to an LED is not high enough, it won't turn on and will not conduct electricity.
