Its a 30 years old PCB board and the company stopped making it, so no datasheet and no schematic. Its a hard troubleshooting, the main issues is beeping continuously, after the hard time watching all ICs and stuffs, the red IC is not sending any power to yellow IC zones, so thought that the datasheet may help but couldnt find anywhere. Its not a PCB of motherboard of a computer.
What more i can do?

Its not a PCB of motherboard of a computer.
So then.......what is it?????

Beeping at power up is usually bios problems, perhaps just a bios battery gone down and needs replacing and date reset.
Or could be memory spaces empty/knackered/incompatible.

Tip...when you post photos, post them in correct orientation so others here don't have to stand on their head to read the details.

"Wacom" -> digitizer? graphics tablet? Why let us guess?

Is thre a battery or NVRAM with integrated battery anywhere on the pcb? If so, check and replace the battery, id necessary. ALso there is often a "reset" jumper near the battery or the SRAM to initialize a board to factory presets after changing a weak battery.

Memory is fine, the BIOS is fine, i exchange it to another from a working board.

I tried that too, But still same issues.

Its a Controller of a machine , like controlling machine to perform tasks like moving ahead, and stuffs like that

Its WACOM but the IC is not sure if it is the tablet one, as i mention it is 30 years old and IC cant be found anywhere now.

IC's simply just do not throw in the towel by sitting around for 30 years.
Batteries, contacts, electrolytic caps and dare I say it, fiddling, do.

Is your board photo missing the BIOS chip ?
As I am seeing IC 15 and IC 16 board slots being for C27C4001 EPROMS.
You marked in IC16.
Neither 2 memory sticks are installed . . . or is it a SIMPLE computer ?
