Panel Heater Power Board repair

i cant think of anything else. if you have tested all components and are ok. its a strange one. still sounds like a feedback issue to me.
the only other thing il say is go over the solder joints with a soldering iron just in case any cracks or slightly lifted pins may be there.

I like desoldered and soldered back 10 times already, when there is 1k resistor attached on the end, it outputs 12V...
