Electronic device/solution idea

I asked this question before in AAC. Maybe some of you replied me there. If yes, you can skip. I'd still like to know other experts' opinions. If you are to design an electronics device that to save women and children from immediate attempt to SA and all kinds of physical violence, what will be your idea? I'm looking forward to know about some interesting and insightful ideas.

It already exists.
An electric chair!!
That is for offenders after committing the crimes. I am talking about something that will rescue/protect targets before they become victims. Ted Bundy was executed in electric chair. He got what he deserved but that neither brought his victims back, nor stopped other offenders.

A Faraday cage for women and children?.
Of course, have to be on wheels!.
I think about wearables that will be able to sense danger by monitoring scream level, heart rate etc. If a threshold level is crossed, it will be able to produce a very harsh alarm and make an auto call to the national emergency number and send an alert to the family members. However, the pitfalls of this idea have been already discussed in my AAC thread.

Best idea I can think of is to use Darwin Adverse Selection to remove and/or prevent repeat offenders until the gene pool has been locally cleansed. My wife, for example, has a nine millimeter "solution" she has been trained to use, but she is also savvy enough to realize there are some situations she should avoid at all cost. No loud whistles for her, although those do have some effectiveness if immediately used. I believe that punishment does not deter crime, unless it is "life behind bars with no chance of parole" which we don't always seem to believe in here in America. Maybe that works to get the worst of the worse off the streets, but it does nothing to deter future criminal activity. Sorry to bring the sad news, but some problems do not have a solution.
