    That resistor simply provides some voltage drop before the regulator to reduce the power dissipation in the regulator. The load on the 7809 appears to be small - maybe 25 mA - so the value of R16 is not going to be critical. I'd use 100 ohms. But..... use the 220 uF/25 volt cap on the input...

    There may be some subtle differences in the way they are measured, but basically yes. Yes, just be sure to start at the lowest resistance - and it would probably be a good idea to power the unit though your trusty DBT. Suggesting replacement parts is out of my range of knowledge.

    Still curious about the model number of this amp. I see no feedback, either AC or DC. That's a bit unusual. The VAS is probably running in the 3 - 5 mA range. You could try adding a 2K or 5K pot in series with D107. Start with the lowest resistance and increase it until you see 10 mV or so...
