    The system you are enquiring about was introduced to eliminate errors as it was far to easy for the decimal point to be missed and the wrong value used instead. The "R" suffix indicates that the value is below 1k and it replaces the omega symbol.

    You shouldn't need to include a resistor for inrush current. Also the load is so small, I wouldn't worry about PF correction as the circuit would only be using 7 watts of power.
