    Get onto one of the online pcb manufacturers who will have free software (e.g. EasyEda) to design your circuit diagram and from there generate a pcb layout. The gerber files are then uploaded to the manufacturer who makes and delivers at least 4 boards for a couple of dollars plus whatever...

    Don't know of any TV that would directly connect to any satellite. Usual is via a set top box from the satellite dish and connect to TV AV or similar.

    At thr risk of repeating myself, these units will have very little reliable range, perhaps 20 or 30 metres at best and then on a good day. If you want range of 100 metres or so use LoRa modules. You will get no better range with the nrf24L01 mentioned above. They do have a higher(amplified)...

    Most of these sensors are open collector so did you use a pull up resistor on the signal line? All seems user induced to me.

    Thought about the Arduino HC-SR04..?? All done in a package for a couple of dollars. Tranceiver, promini, 5v supply and a bit of code (mostly already written a thousand or more times) done.

    Don't think so......schematic you show relies on one transistor removing bias from the other. Most relays don't care about polarity or bias levels only pull in voltage/current. Futhermore, bad idea as relays will not react as you expect over a certain frequency.

    Easiest and possibly cheapest is, forget the throttle and use a simple $20 bluetooth speaker coupled to a phone or whatever. Seen some rather small units used in model trains and output is surprisingly good for such a small device.

    Voltmeter is and would be one of the meter requirements to check voltage but also a megger to test for minimum isolation/ insulation resistance both to ground and between primary and secondary windings, and for good earth on input and casing. The tests for all the latter would be more important...
