    You may need a low ohm tester as a multimeter will not show that low a value. Then you may need to disassemble and test the windings with a growler.

    Check the colour bands on one of the other lights. Size would normally directly relate to resistor wattage. Possibly a fusable type so may be expensive.

    Motors do not require regulated supply. Is the 23 metre run in one direction? If so I'm guessing you will suffer quite extreme voltage drop. Better to place the dc power supply at the motor position.

    Motors will draw approx 4 to 6 times full load current at startup. Compressors even more if starting under load i.e. no decompressor for startup. Is the motor single or three phase...?? Single phase I would expect somewhere around 32A for normal run current on 110vAC Belt drive has worked...
