    LEDs are bright and can be seen in the dark, LCDs can be hard to read in difficult lighting conditions. Who cares about power dissipation? It's not like it's being run off batteries.

    What's the threshold voltage of M2? The speed of the fans will depend on the temperature, M2's threshold and the temperature. M2 will dissipate a lot of power and will need a large heat sink. Speed control is normally done using PWM.

    Yes but when the base is connected to neither ground nor +V, both transistors will be on at the same time, allowing a large current to flow. What's the operating voltage? You should then be able to work out the current using Ohm's law.
