High voltage in itself is not dangerous but when there is some current involved it sure will be. If you are careful when experimenting with this you will live to tell about it! ;D

Well a 7812 is very easy to test, just put the neg lead to pin two and the pos to pin three. If you get 12.0V its ok if not its broken. To check the input voltage (which have to be present) just move the positive lead to pin one, here should be at least 15V and maximum 35V for the regulator to work.

Dangerous things 2000V @ 1.5A, what is it suppose to power? A linear RF amplifier maybe? Do you need a stabilized voltage and ripple free? Can you post the circuit I am not familiar with the Crockroft-Walton circuit?

Not everyone can afford to buy the latest at the same pace as the manufacturer develops new stuff. But if you are careful you can change the caps on your motherboard, they are just about the only thing possible to change yourself.
