    It looks a very simple circuit, the best way is to reverse-engineer it by tracing it out and draw up a diagram. If the AC in goes to the transformer, then there should be a voltage on the secondary.

    If you can get one in the range, I would go with wire-wound. Notice the multiplier colours.

    Have you checked the value? It is a high wattage resistor so it would get warm and maybe discolour. I would also do the check on the transformer.

    Have you checked the LV output of the transformer, some have a thermal fuse embedded in the windings that sometimes opens. Is the Spkr OK?

    Red Violet is 27, if the third is brown = 270ohm, gold = x0.1, silver x.01 Measure it if you have a meter. You don't show the transducer.

    Yes PMSM motors do not work with most VFD's out there. 256mc206 micro are dedicated motor controllers, it may be difficult to interface without the code listing etc.

    Incidentally VFD's cannot control a brushless motor unless it is of the AC Induction motor type, PMAC/BLDC do not control at least not that well for most VFD's. .

    Feed the transformer from a separate 120vac supply. Either something is wrong with the device, or the wire sizing feeding the equipment is undersized.
