    If the battery has more than two terminals (it looks like there's four) and the phone's CPU is monitoring battery state then you probably can't use a power supply instead of the battery. Do you know the functions of those four terminals?

    Please be sensible about numbers used. It is totally impractical to make a mechanism as you describe to an accuracy quoted to nine decimal places!

    Any load resistance higher than 500 Ohms will need a higher supply voltage.

    Welcome to maker.pro! Constant-current circuits are well-known. What are your different loads? What is the PWM frequency? Is your "10 milliampere square current waveform" one which goes from 10mA to 0mA, or from +10mA to -10mA?

    How were you measuring that? At only 8Hz, any AC-coupled instrument may be having difficulty in giving an accurate reading.

    I would definitely go with a linear system rather than your 'digital' version. Switching valves on and off quickly and repeatedly to get a chosen flow rate/quantity at a chosen temperature would be noisy and result in rapid valve wear.

    +1 for diac. If that hasn't solved the problem there must be some other component faulty. The triac is the most likely culprit.

    I agree. Those eddies would create additional minor modifications to the magnetic fields. Everything seems to interact.
