    Try finding a local 'geek' who will do it for you. Hobby electronics is very common and there will always be 'someone, somewhere' with the skills to do this. Or buy a new board.

    Those buttons are prone to mechanical failure. Fortunately they are very common items and easily replaceable. Check the soldered connections to them on the other side of the board. Might be a thermally-sensitive solder joint. Simple reheat/reflow with fresh solder may fix the issue. Else...

    Part of? What does the 'rest' consist of? It may be that the device is a 'conventional' CCD sensor processor - IF the remaining 'parts' meet certain criteria (that we can't speculate on without further information). Post pics of the COMPLETE unit.

    Theoretically you can get heat from 'anything' that generates power. Whether that heat is actually usable or not is the question. In your case I very much doubt you'll get more than 10W - probably a lot less. You'd get more heat by rubbing your hands together........

    That statement doesn't 'compute'... Have you ever heard of Google? As a starting point.... (1) there is no DC component (i.e. it's AC coupled) (2) the 'power' level depends on the signal/level being generated and the load attached.
