    Ok in the UK if you experience slow connection speeds for a certain length of time they cut your bandwidth to ensure the data gets through. They keep doing this until it's stable.     I just pinged the same address and here are my results. I have quite fast broadband so not sure what your ping rate should be from where you are. But it does seem quite a long time, over half a second.
