    Your calculations are correct. The formula is for a high pass type, I used a low pass. So you have to subtract 28deg from 90deg to get the answer of approx. 60deg. Or the formula is atan(2*pi*f*R*C). Sorry I should have mentioned that. Thanks Adam

This does depend on the time required to make the reading. It the resistance is too high and you are sampling too quickly you may get inaccurate readings...
