    What kind of meter are you using? As far as I know meters show open circuit (or O.L) only in the resistance range. So looks like you are not measuring voltage. Anyways do this: connect the resistor as shown and repeat the measurement(pins 2 to 6 voltage).

    If you wont to get a more realistic result do this: 1. Connect a load that will draw 1A(or 1.4A) from the unregulated DC voltage(measurable with a series Ampere-Meter) . 2. With this load measure the unregulated DC voltage and use that instead of the 16V no-load voltage in your formulas .
