    Yes, it is the same. Remember, you have to reduce the voltage you are feeding it in order not to damage it.

    Is free of charge cheap enough for ya ?;) This software scope can measure THD as well. You will need to reduce the level of your signal to less than 0.7V peak to peak...by a transformer and voltage divider.

    I would control a "series-pass device" with that mono-stable(HW or SW). The series-pass device will be selected according to the voltage(and drop-out allowed)/current to the device that needs to be powered . It can be a BJT,MOSFET,relay etc. more info is obviously needed.
