    If the motors are only low torque you will likely get away with instant reversal, but beefy motors should be brought to a stop before being reversed. What is the rated running current of a motor?

    What makes you think a 3000W model = 2 x 1500W models? Bear in mind that many inverter ratings are in Chinese Watts (I'm not suggesting that applies to the one shown), so don't rely on 3kW-US actually being output reliably, continuously, in all weathers by all brands :).

    Assuming you can get at least one pulse per second from the flow sensor, and that the default sensor output is 0V in the absence of flow, something like this should do the trick :

    The comparator would normally be used for comparing a feedback voltage, from whatever the IC is driving, to a reference voltage. What are you using it for? I don't see why you are driving Vin+ with the MCU.

    There's a good chance a cap that size would have a value the same as or close to what you measured. 330pF, 360pF and 390pF are standard values.

    It's my understanding that many USB-charged devices use the USB data lines to signal to the charger how much current should be delivered. The default current (in the absence of such signalling) is lower than the negotiated one.

    Try a DC Operating Point analysis instead of a Transient analysis.
