    That looks like an interference supressor which includes four capacitors in one package. You could replace it with suitable X- and XY-rated individual caps.

    LED1 and LED2 should be flashing alternately, with a period of ~4.6S and an 'on' time of ~2.3S. As this is not the case, check all pin connections to both 555s and ensure they are getting 5V on pins 4 and 8. If the 555s are socketed, make sure you have the ICs the right way round in the sockets...

    Unless you're changing the oscillation frequency the average would remain the same. Besides, how do you know that the lidar (as distinct from a vehicle recognition system) is targeting the license plate? The back or front of the car as a whole is a much easier target to detect.

    I suggest you do a bit of Googling for TENS unit schematics. Be aware, though, that electric shocks can be FATAL, particularly for anyone with a heart condition or fitted with a pace-maker.

    Welcome to EP. I see nothing obviously wrong with the circuit. Are the displays showing anything? Is your input signal amplitude at least 1V? Check that :- pins 16 of all 4033s are at the correct supply voltage, pins 3 of both 555s, and the collectors of T1 and T2 are all toggling.

    Don't know what the Florida laws are, but in many jurisdictions what you propose would probably be illegal. I doubt it would work, because the number plate vibration speed would be superimposed on the vehicle speed and the average would be simply the vehicle speed. The lidar may well incorporate...

    Welcome to EP. If you are just sending 'signals', why do they need to be 24V? Or are you trying to transmit 24v AC power wirelessly? What frequency are we talking about? Unlicensed RF transmission is illegal unless it complies with certain conditions.
