Did you read the text of the led bar graph?
When turning up the voltage, led 6 will be on first, then about 0.7 volts higher led 5 will turn on etc.

You can not measure the pulses when the sensor is open.
It can well be that it spins now, but will not spin when the cover with the magnet is mounted, due to friction.

It can well be that the flow sensor will not work for air.
The wheel looks to small for air.
The sensor is designed for liquids, as you said in the begining of the thread.

Could it be that 3 and 4 are exchanged?
When you measure the speaker between 1 and 4, 4 is the ground.
When you measure a high value between 1 and 4, 3 is the ground.

The soundcard scope can handle signals upto 20 kHz.

You can likely not make an RC filter for 10 GHZ.
In that range an etched filter on a PCB would be more suitable:

I have made some remarks on your schematic, that are not clear:
I found the V33, it is COMING from the GL850 pin 24.
The label shows an incoming signal at the GL850.
Please correct ALL labels to have a correct schematic.

In the diagram there are 9 PTC resistors drawn.
Those are self resettable fuses.
When to much current is drawn, the PTC will get high resistance and disconnect the load.
When the load is removed, the voltage will come back in a couple of seconds, when the PTC cools down.
