    I don't think the 'switch' you refer to is a switch - it's a variable speed controller that may well be dud hence it not working as you expect.

    Check the tape bias oscillator. Check also the tape playback head (by replacement). Can you see any heavy wear on it?

    There's absolutely no reason why you can't connect wires to the speaker(s) - via a suitable resistive divider to get the signal down to the level required by the audio input (amplifier). If you're not interested in the headphones at all then take them apart down to the component (board) level...

    You need to measure the signal-to-noise ratio (s/n ratio) and compare this with the specifications. It may just be 'what it is'.
