    The IR2104 needs a Vcc voltage of at least 10V (so your 12V is fine) and is compatible with 3.3V logic (so your MSP430 can drive it directly on the IN pin).

    The value is not critical. The purpose of the resistor is to damp any oscillation which might occur as the result of the combination of gate lead inductance and gate capacitance.

    10k is much too high. It should be in the range 10Ω-100Ω. Depending on the FETs you are using, a 10k gate resistor may prevent the gate voltage rising high enough to turn the FET fully on in the time that HO is high. If HO is not pulsing but LO is, that suggests the IC is faulty.

    Welcome to EP! Does the pad operate a switch, or is it a variable-resistance type? The louder the siren the more power it will drain.

    How about a linear actuator compressing a helical spring which pushes the piston? The force would be a function of distance moved by the actuator.

    Maxon motors come in brushed or brushless form. Brushless types may not take kindly to simply reducing the supply voltage; or to external PWM control. All the Maxon motors in their catalogue seem incredibly expensive, so you wouldn't want to burn one out with a dodgy home-brew speed controller.
