    No. The motor will try to draw what it needs even to the detriment of the transformer (overloading it, blowing any internal thermal fuse etc). If you have a transformer that has an output that EXCEEDS the drill requirement THEN the drill will draw 'what it needs' and the transformer will survive.

    Anyone found a datasheet for the chip yet? No luck here :( There will be an RC component pair that sets the chip clock and thus the timing - as mentioned already but a datasheet would make this fairly easy to do as the component values for the clock timing would be noted therein.

    A buck-boost converter will do it but you won't find one (easily) that can deliver the whole 1500 watts - do you really need 1500W??? You could attached a 'few' and have multiple outputs totalling 1500W though.

    Yes you can but you will need to determine the polarity of the outputs as you surmise and the method you propose is perfectly ok. Might be easier to source a different generator (DC Motor perhaps) than to 'faff around' with the modifications as you plan. The KISS principle is important here.......
