    WD40 ok as switch cleaner

    They make two types of spray contact cleaner. One that just cleans, and one with a lube in it (read the cans). I use the clean-only on pots, and the stuff with the lube in it for switch contacts. Just letting you know to read the cans to get whichever type of cleaner you prefer.

    I don't know if I'm missing something here? Are you using a LM317 TO-220 Pkg (rated at 15W with proper heatsink) Or an LM317 in a TO-3 Pkg (rated at 20W)? I'd be trying the TO-3 with the biggest heat sink I could find.

    It's probably the way the soldering iron is grounded, compared to what the meter is grounded to. Test and measurement instruments are funny about how their circuitry is designed to take readings. A lot of times we don't think about how the circuitry under test is affecting the T&M instrument.

    Buy the spring-loaded type pins. When you push down on the test board, all the pins make contact because the spring-loaded contacts push up into the board. Look on the Newark or Allied sites to see what I mean.
