The number of lines times the number of frames are close between PAL and NTSC.
PAL 625 lines times 50 frames = 31250.
NTSC 525 lines times 60 frames = 31500.

I would not worry to much about the brand of the capacitors, as long as they have a good reputation.
Rubycon, nichicon and panasonic are often used.
I often choose the high temp (105 C) types.

@Fish4Fun , I would place zener diodes of 12 Volts accross the gate/source connections for protection of the mosfet, in the 2nd and 3rd schematic.

Looking at the picture, it looks like the fuse has tabs on both sides.
They look more like the fuses on this page of the site you gave:

When you say that it is 600 Watts @ 240 Volts, and 12 Volts @ 30 Amp, there is a great loss (360 out @ 600 in).
For such a powersupply I would expext more in the direction of 40 Amp @ 12 Volts.
