    You might have a problem. I've come across these units before and some are fitted with programming EPROMS with the characters sets and preset messages. Apparently you can get an EPROM that offers a 'free running' facility (so you can send your own messages) but of course it's an extra cost...

    At 1.5 to 1.6V (forward volt drop) and 140mA, each LED is dissipating around 200mW. You've got 35...... so about 7 watts of heat. That's substantial. I've got a 3W LED reading lamp that gets nearly too hot to touch under normal running. 'Warm' is perfectly normal.

    Wow.... 1.2 amps and 700-1000V is a 1kW+ inverter...... not an easy prospect - not cheap either. LCD monitor CFLs aren't the way to do it anyway, fragile, different lengths etc. which may mean different strike voltages and an inverter with multiple outputs.....     The devices are different so checking the other won't help. The picture reveals the 'other' device to be a thyristor, not a transistor. The bottom of the board is covered in cr@p. Clean it off and resolder the joints - there looks to be at least one 'dry joint' there that could be the cause...

    What are you using as a voltage regulator to drop from 13.2V to 12V. You might be getting oscillation if it isn't designed properly and thereby drawing more current (and producing more heat) than you expect.
