Hi,
I have a doorbell set up with a 16v transformer wired from 120v ac house current and want to replace the door chime system with my 592A ringer, sadly the voltage for the original doorbell of 16v will not drive the 592A. Since I want to use house current of 120v at 60hz, how do I get something that will set down the voltage to 90v and 30hz? This is what I found that will work on the web to make the 592A ringer ring. Any suggestions on what to buy and where would be great.

No transformer will change the frequency.

What you want is a ringing generator. One place to look for them is eBay.

This one does 20Hz (ignore the title) at 70V and runs from 12V. There are others, but they're way more expensive. You could also google for instructions on making one.

If you use this option, you will need to change from a 16VAC transformer to a 12V DC power supply. It also may be best to use the doorbell switch to power a relay rather than the ring generator directly. The switch contacts and the loing run of wire may cause problems. Get the current wiring to switch a relay then use the relay to switch the ring generator.
