AC->DC converter damaged, ideas?

I have a small nexxtech AC to DC converter I use in my LED projects (on/off, +/- leads, DC car adapter port).

-12V regulated

Recently, I wanted to give a quick test of some HID ballast/bulb kits I received.
Link to similar HID kit
-12V/35W.
-ballast output as high as 12,000V to ignite bulb.
Apparently a big mistake as it could not consistently power the kits and resulted in strobing of the bulbs. My guess is the draw needed to power the bulbs became to great and the failsafes in the power unit would cut it off intermittently.

My problem now is:

When I try to use the power unit it will not light up my LEDs initially. I have to turn the unit on, then turn it off. After a second of powering off, the LED project will briefly light up and fade. Once this happens, I can turn it back on and it will work as usual. Once I turn it off again for a few minutes, I have to repeat the cycle to get it to work.

Can anyone identify the problem with my unit that I caused, and how I might go about fixing it?
I did a brief search on google and here, but I am unsure of the technical language of what my problem is, so can't narrow it down :).

it mite help if you told us more about this power supply
you gave a make but no model ?what voltage and current is it supposed to be able to supply ?

what voltage/current do these ballast/bulb kits require?

have you got www links to the PSU and the ballast/bulb kits ?

hi,

just looking at the spec's of the PSU, it may not have enough grunt to power the HID's, It would be struggling to power 1 let alone 2 of them.

if the PSU is now faulty. We would need to see internal Sharp and Well Lit pics of it.... component side and track side to see if any obvious failures can be identified

I only powered 1 ballast at a time.
I will take some pics once I open it up.
