I would like to use propriety components to make a miniature camera that will bluetooth to my Android phone including an led illuminator. Can anyone point me to an engineer who can do this for me?

Would be unusual not to find the product. To make it with proprietary parts, will take something I do not know how to direct you.

I hope somebody will come forward to provide you with design and installation services for the whole project. However, it is possible to implement such surveillance projects with a Raspberry PI and a Raspberry Pi camera.
