Bad Capacitor !

This is really funny.

I had a digital terrestrial mpeg4 decoder that was not working so i opened it to see what was wrong and i came across this !

I have seen bulged and leaking capacitors but this !

when i poped the cover off the capacitors cell fell off.

What Exactly does a mpeg4 decoder do? isnt that built into most software nowdays or am i thinking of something else

They are used for older TV's dating from 2010 and back.

If memmory serves me well it was a 470uf 16V
