breakers and power

This is kind of off topic. what would cause a good 110v power into a breaker box lose all its power when you throw one of the breakers?
I got 120v at the main with the 30 amp main breaker on, but as soon as I throw the 15 amp breaker, all the other circuits go dead...
Now after all this, I am getting 2.5v everywhere, that doesn't register on my idiot light.
a residual voltage.

Sounds to me like you desperately need the help of a licensed electrician.

And find the earth leakage before you get shocked. Sounds very dodgy to me.

It sounds like you may have a short on your 15 amp circuit. Unplug every thing on that circuit and then reset the 15 amp braker. If that doesn't fix it, go ahead and call an electrician. Let us know if that works.
