Can electric flow be stopped through a certain wire?

Hi, Is this possible? When the bottom wire that is connected to some controller moves over the desired wire the connected led will turn off. Here's the picture:

Why you expect so?! Why do you expect the LED to be turned off in this situation?!
Did you know that in your pic The LED's are originally turned off?!

Only if you want the LEDs to light up.

But then you have the problem of a lack of current limiting.
