I have a dell(windows 7) laptop, its works 3years,but now the ac adapter isnt work, someone told me which is laptop amps.
  so  I want to know how about  the Volts and Amps rated listed on each adapter and on the back of each laptop.  can you help me. thank you.

The old AC adapter will say on its label if its output is AC or DC, its output voltage and its max output current. It should say if the output voltage is regulated. It might show a picture of its connector and its polarity.

Simply buy an AC adapter that has the same output voltage (AC, DC and if regulated), the same max output current or more and the same connector and polarity.

Since you might not find all the details then buy a correct replacement from Dell.

If you have the laptop modle number you usually find one on ebay for around 20 bucks
  there are also new universal power adapters for about the same
          gogo
