New to this CANBUS thing and trying to figure some stuff out. Can anyone tell me are all the CAN High and CAN Low signals throughout a cars network all the same? So for example if my instrument cluster has a CAN-H and CAN-L wire. Will running the CAN-H and CAN-L from the OBD port give the same access to the CAN network?

No not always. Even tho the DLC's can+/can- will connect to the module it may be designed to go through other modules or through a gateway first, So directly splicing a module into the DLC will not always work. You will need to take a look at diagrams for what your working on to be sure.
