although if there's not datasheet or schematic, i would like to know what SMD component could cause the short to test and replace it

is it possible that both sides of the capacitor is shorted to ground or only only side?

how about connecting a power to the board like 19V with 2 current and check out what component will get hot
any idea where to connect the power ?
