[SIZE=12pt]I plan to design a serious of panels for my next project. I was going to order  ALLPCB.COM as they seem to obtain many good reviews. I want to know what free PCB software would be easier to use? Both Windows and Linux are available for me.[/SIZE]

Why don't you try Autodesk Eagle, there is a free version that works for the most small to medium boards. It's also easy to use and there are tons of tutorials online.
