The most special thing about them is the labeling.

I expect there was once a paper trail which could be used to prove they meet the specifications and allow them to be traced back to the manufacturers batch.

I assume it's not unlike medical device QA stuff.

Are you still technically a USA customer if you arrange delivery to the ISS?

What would return postage cost? I'm pretty sure it would be tracked, so eBay would approve.

It would just be really cool to have one of these. Although I'm not sure it's quite with what they are asking just for the nurd factor.
