Thanks for the suggestions. How to test a voltage regulator without desoldering it from the PCB ?

See if there's current going in, see if the right voltage is coming out, try and burn your finger or otherwise see if the chip is hot.

Colloquially, the Volts/Ohms/Amps DMM's are known as "Electrician's or Electrical test-meters", whereas the ones that do Capacitance, Frequency, Diode test and Inductance are often advertised as "Electronic test-meters".
