IBM Monitor making ticking sound while plugged in but in standby

When my IBM 15" Monitor is plugged in but in standby (orange-like light
meaning turned on but not in use) I can hear a ticking sound. When it is
in use I do not hear this sound. I have had this monitor since it was
new in 1998 and I do not remember it making these sounds when it was new.

sounds bizarre (no pun intended...)

have you tried it on a different computer? perhaps the video card is waking
the monitor up??

I checked that, it's not a recalled model (it's a 2124 made in Apr 1998)
