ID a circuit please

Hi All,

I found this circuit at a Garage sale,
can you please see if you can tell what it does?
In addition to the components you can id from the pics there are:
:: a rectifier KBU6D (the black rectangle nxt to the fuses)
:: Film capacitor 0.33/250
:: 3 x caps 1000uF/63V

I don't know why pic linking is not working,

Jpeg or png at less than 100 kB should work.
The list of components alone is rather useless.
Try pasting the image directly into the editor window.

And a relay ... white rectangle in lower right corner

without more info on where all the connectors go to, it's just a board with a few components ...
