Infrared Illuminator ST96 96 Leds

Hello, I am using a fairly common Infrared Illuminator 96 LEDs for my ip cameras that was working well until now.
I have monitored the power supply 12v 2amps and it operates at 12.30 to 12.40vdc.
The problem is that while viewing the video stream at night, I noticed that the IR light slowly dims randomly.
Using my voltmeter, I connected Infrared Illuminator to the 12v and the negative side to the voltmeter making some connections to the IR Leds facing downward so that the photo sensor doesn't close the circuit.
Almost along the top are what I assume are transistor blocks, I measured the left pin at 57 to 60 millivolts, the middle pin at 7.3v.

I measured voltages from 7.8 to 10.2 at the IR Leds but I don't know exactly what I should be looking for?

Any suggestions on what or how to fix?

Please post all of the writing on the top of the IC package.

What is the reason for a photo sensor?

Hello AnalogKid,

Very difficult to read but I found this after magnifying, CSC 7253 LXZH, not sure if there is one more letter at the end.
Some searching found this: List of Unclassified Manufacturers CSC 7203
I also looked at the 4 pin component and only managed to read 8929 in front of a coil transformer.
The Infrared Illuminator has a photo sensor because it only turns on at night.

I'm guessing that the problem is at the power supply because the IR circuit appears simpler.
My AC voltage is 220.
