hello ,
            What i was looking for is a divice that i can program an ir signal to so when a relay goes off it will trigger this device thus sending out the ir signal.

and cheap and can send signal easly even if hidden?

The relay going off appies a current to an IR LED.
An IR LED can transmit IR to an IR receiver circuit if they can "see" each other, if the IR LED has enough current, if the IR receiver is sensitive enough and if there isn't other IR interference from sunlight or incandescent lights.
The only thing to program is the power supply current for the IR LED.
You might need lenses at the IR LED and IR receiver for more range.
