Low voltage on MaxSys PGM outputs

A couple of DSC4020 panels I've worked on lately utilize pgm outputs to
drive Altronix RBSN relays. These relays only draw about 10 ma, but I
noticed the voltage at the pgm output drops from 13.7 to about 7 volts
loaded with the relay coil. Anyone else seen this?

I've seen this on a PC1555 while testing to see if an automotive relay
can be used for PGM output. The relay works if there are no devices
plugged into AUX+,-, however doesn't (relay coil doesn't activate) when
there are devices using power ie) motions. Measured voltage and yes it
was around 7v.
