The issue here is not the EEG per se. If it is properly constructed, no harm is done to the "patient". However. The issue is with faults in the circuit. A fault in the power supply, for example can lead to a dangerous voltage being conducted to the person being connected. Therefore I will not give information on this issue.
All circuits connected to a person should be cnstructed by very experienced people only - those who don't need to ask on this forum.

In theory yes this is a safe device if constructed properly.
Perhaps you should start with some research.
Take a look at http://en.wikipedia.org/wiki/Instrumentation_amplifier
Perhaps some study into how EEG and EMG work will also give you more insight.
http://en.wikipedia.org/wiki/Electromyography

I would be surprised if anyone on here posted a circuit or partial circuit for you to use. All it takes is a typo/misclick on the diagram, and if you don't catch it there could be problems.

What are you trying to do with the EEG?
Perhaps there are better alternatives than making your own.
