Mistubishi VS-45609 - No Video/Sound - Error Code 23

I was watching my old Mistubishi VS-45609 when the screen lost video and sound.
I resurrected this tv a few years ago with help from the forum by
replacing the convergence IC's and resoldering numerous connections.
I get error code 23 - Horizontal Deflection Failure.
I've resoldered all connections on the MAIN board with no luck.
The TV Power light will come on, then go out after 3-5 seconds. All 4 fuses are OK.
Any help will be appreciated.
