Is that TV so old or poor quality that it doesn't even have a tuner?

You could take the tuner and modulator from an old VCR. You won't like the poor picture quality. A TV with an s-video input provides a much better picture.

you are right .the tv set is old who have not a audio and video o/p.
  so please send me the circuit diagram as soon as possible.
