Power malfunctioning

Hello, In my site 3 Phase 415 vac PASSENGER LIFT failure. INCOMING supply 415 vac OK each phase to phase @ lift main panel off condition. While switch on lift main panel R & Y phase goes to zero .R & B - 415 VAC & B & Y - 415 VAC. how to arrest this problem...

Call the service guy for the lift.

Protection device on R&Y shutting down that phase . . . .OR . . .if NEVER even being present . . .opened circuit between supply and R&Y load.
Otherwise . . . .
R&Y end load . . .(motor? ) . . .is presenting an EXTREME loading / short (or open) on that phase pair.
