This resistor is difficult to read can someone help..is there a way to salvage this board and put a new IC chip in

I say this is green yellow green silver -> 5.45 Ω

is there a way to salvage this board and put a new IC chip in

You'll need special equipment to partially reflow the chip in place as there seems to be a cooling pad on the bottom which is soldered to the pcb in the center of the chip.
Not something for the faint of heart...
